I accidentally picked up a 24volt relay instead of a 12volt relay, can I still use it for driving lights on a 12volt car

Not really, no. There's a faint possibility it will trip with only 12V across the coil but you wouldn't be able to rely on it even if it did.

Yep, tends to be marginal operation. I once ended up with a 24V (air valve) solenoid on a 12V system. Depressurised, it worked OK - could hear it switching. But once the system was pressurised, it wouldn't switch. That had me scratching my head for a while...
